Account administrators can now find users' Notification Settings via the Manage Users Panel.
Admins should select a user's name to view their settings. These settings control how often and for which Sites and Page Sets a user receives emails.
Notification settings on the User Panel are exactly the same as what a User sees via their own user menu.
