Account History, Site and Page Set History Panels can now be filtered to a particular user.  The Account History Panel is only available to those with sufficient permissions.

Site Activity Panel filtered to show Issues ignored/unignored by All Users for the Last 30 days.

Simply select the Filter by Users button, shown as <b>All Users</b> by default, and a drawer will open that allows you to choose the one user you whose activity you want to find.
